Donna Morris
Donna has over 22 years experience as a Software Applications Developer performing on Technical Systems Support service contracts to many different agencies within the Department of Defense. Specific areas of expertise are in analyzing existing processes and procedures, and coordinating existing resources to implement enterprise level IT solutions which share critical information with individual or groups at all levels of management. . She is the Project Manager for implementing IT systems relating to Depot Maintenance Material Requisitioning, Inventory and Financial management functions for the Marine Corp, Navy and Air Force Maintenance, Repair and Overhaul centers in the United States.
Eboni Washington / Lori Higdon
Eboni Washington has 7 years of experience as an analyst and program coordinator for non-profit and local government organizations such as the county health, business license and child welfare departments. Among other things, one of Ms. Washington’s most recent projects includes the implementation and evaluation of an agency-wide performance measurement initiative at Family Services. Furthermore, she has assisted with the implementation of a community-based needs assessment and has served in various lead roles on program implementation and evaluation for Family Services and other non-profit organizations. She has served in a lead capacity as the Family Services representative for the implementation of the Department of Family Services’ $1.2M business intelligence solution.

Ms. Washington is a Certified Business Analyst and a part-time Instructor at the University of Nevada, Las Vegas where she teaches on-line research and statistics courses. She received a B.S. in Health Ecology with an emphasis in Business Administration from the University of Nevada, Reno and a Master of Public Administration with an emphasis in Health Care Administration from the University of Nevada, Las Vegas. Her future plans include returning to school to obtain a Ph.D.

Lori Higdon has 10 years of business/systems analysis and project management experience with juvenile justice, child welfare and the Coroner’s Office with Clark County. Her most recent project required management of the $1.2M business intelligence solution of the Family Services department. She had various lead roles on case management solutions for both the Juvenile Justice and Family Services Departments. Her team was nominated twice for the County-wide VIP Team Award. She has authored articles for IT and Juvenile Justice Journals and has presented IT solutions for Health & Human Services and Justice Community of Interests at numerous conferences. Ms. Higdon has 8 years of practical experience in positions as a child development specialist and a juvenile probation officer.

Ms. Higdon is a Certified Business Analyst and a Competent Toastmaster. She received a B.A. in Criminal Justice and a M.A. in Ethics and Policy Studies with emphasis on the Family Court system from the University of Nevada, Las Vegas. She is preparing to take the PMI Project Management Professional certification exam in 2009.
John Fraser
John Fraser and John M. Kamensky
John Fraser is the Director of Public Sector Alliances for Cognos and for almost 7 years has been responsible for the Partner relationships and business that is facilitated at the Federal, State & Local and Education markets through these partners. John has 30 years experience working in sales and alliances focused on the government, system integrator and reseller communities. Prior to Cognos Mr. Fraser worked with several major software firms and was responsible for government alliances at a major system integrator. He is based in the Reston, Virginia office with Cognos.

Mr. Kamensky is a Senior Fellow with the IBM Center for The Business of Government and an Associate Partner with IBM's Global Business Services. During 24 years of public service, he had a significant role in helping pioneer the federal government's performance and results orientation.
Prior to joining the IBM Center, he had a significant role in helping pioneer the federal government's performance and results orientation. He served for eight years as deputy director of Vice President Gore's National Partnership for Reinventing Government. Before that, he worked at the Gov’t Accountability Office where he played a key role in the development and passage of the Government Performance and Results Act. He has edited four books and writes and speaks extensively on performance management and government reform.
Mr. Kamensky is a fellow of the National Academy of Public Administration and received a Masters in Public Affairs from the Lyndon B. Johnson School of Public Affairs, in Austin, Texas.
Mark Freeman
Mark Freeman is the Performance Management Coordinator for the City of Columbus, Ohio. Prior to joining the City in 2007 he worked as a senior consultant with Weidner Inc., helping local governments implement comprehensive performance management systems. Clients included the City of Long Beach, City of Las Vegas, Oklahoma City, and Wayne County (Michigan). Prior to working as a consultant, he worked for Franklin County (Ohio) government, helping the County implement performance based budgeting and performance-based contracting for the County's community behavioral health providers.
Rob Dolan
As the Director, Global Public Sector Industry Marketing for Cognos, an IBM Company., Robert Dolan is responsible for defining the performance management message for Government and Education. Robert has 20 years experience working in a variety of marketing roles, focused on public sector marketing, industry marketing, field marketing and global marketing campaigns with resellers, solution providers and software companies.
Robert Shea
Robert Shea heads the President’s Budget and Performance Integration initiative. Robert was a Professional Staff Member with the House Committee on Government Reform from 1995 through 1996. There he had responsibility for examining the economy and efficiency of government programs, and acted as a liaison with the government’s Inspectors General. In 1997, Robert worked as Legislative Director for Congressman Pete Sessions (TX), where he organized the Results Caucus, a group of Members of Congress dedicated to results-based management and solving many of the government’s major management problems. In early 1999, Robert was named Counsel to the Senate Committee on Governmental Affairs where, in addition to general oversight of Executive Branch management, he was charged with oversight of the implementation of the statutory framework for performance-based government, including the Government Performance and Results Act and the Chief Financial Officers Act.
Ted Kniker
Ted is an executive consultant with nearly 20 years experience in government. He is an expert in developing internal evaluation and monitoring capabilities and creating performance metrics and program evaluation strategies for hard to measure programs. He is also an expert in the OMB Program Assessment Rating Tool (PART) and is a frequent and popular presenter on PART, performance measurement and evaluation.

Prior to joining the Federal Consulting Group, Ted was the Chief of Evaluation and Performance Measurement for the Department of State’s Bureau of Educational and Cultural Affairs and a senior advisor on measurement to the Under Secretary for Public Diplomacy from 1998 to 2006. Under his leadership, his evaluation office was recognized as a best practice and achieved the highest international affairs score on the OMB Program Assessment Rating Tool (PART). Ted also conceptualized and developed an integrative online performance measurement system that OMB recommended be used for all government exchange programs.
Vice Admiral Lou Crenshaw/Executive Director, Defense and Intelligence
Vice Admiral Crenshaw is the Executive Director of the Defense and Intelligence sector of Grant Thornton Global Public Sector with over 30 years of proven success in a broad range of leadership positions in organizations ranging in size from 300 to 12,000 people, culminating in assignment as the senior resource and requirements manager for the world’s largest maritime organization, the U.S. Navy. He has extensive experience in reorganization and realignment of large organizations with emphasis on financial issues and cross-functional alignment. During his service in the Navy he commanded a Medium Attack Squadron (VA-85), a Carrier Air Wing (CVW-1) and an Aircraft Carrier Battle Group (John F. Kennedy Strike Group/ Carrier Group SIX). VADM Crenshaw is a graduate of the U.S. Naval Test Pilot School (USNTPS) where he has also served as an instructor.
